The Army Contracting Command-Detroit Arsenal is seeking vendors to procure the one-man portable Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311), a critical field instrument used by petroleum supply specialists to ensure fuel quality prior to issue. This kit enables immediate detection of contaminants like free water and particulates, as well as measurement of temperature and API gravity, and functions alongside the Petroleum Quality Analysis System-Enhanced to certify fuel integrity for tactical operations. The kit is essential for preventing engine and fuel system damage in military ground assets, directly supporting operational readiness. The procurement is governed by a Government-furnished Technical Data Package (TDP) classified under Distribution Statement “D,” accessible only to contractors with an active DD Form 2345 on file with the Defense Logistics Information Service; access must be requested via SAM.gov, and the designated point of contact must be listed as a primary or alternate data custodian on the form. Vendors without an active DD Form 2345 must initiate certification through the Joint Certification Program, with processing times of six to ten weeks. The kit contains source-controlled parts, including the primary assembly with CAGE code 19207, and vendors must either procure these from approved sources or submit a Source Approval Request to become an approved supplier. Compliance with ISO 9001:2015 and AS9100 quality management standards is required, along with proven calibration and shelf-life management procedures for consumables such as reagents and filters. The contract is structured as a one-year base period with a potential one-year option, and vendors must demonstrate manufacturing capability, production location, and ability to meet delivery timelines. As a Total Small Business Set-Aside under NAICS 334515, all respondents must certify their small business status in SAM.gov and comply with FAR 52.219-14 limitations on subcontracting. Proposals must be submitted electronically by May 26, 2026, to the designated Contract Specialist, with all proprietary information properly labeled and any confidential data marked in accordance with Government requirements. Upon completion of contract purposes, all TDP materials must be destroyed via shredding, burning, or electronic deletion, and no reproductions may be retained by the vendor or any subcontractors.

Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311)

End Item: Tactical Petroleum, Oils & Lubrication Distribution Equipment.

Army Contracting Command-Detroit Arsenal (DTA) has a requirement to procure the one-man portable Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311), a critical supply item used by petroleum supply specialists to conduct field-expedient quality assurance and quality control (QA/QC) on military fuel supplies prior to issuance.

The kit's primary function is to assess fuel quality at the tactical edge by detecting the presence of contaminants, such as free water and particulates, and by determining temperature and API gravity. Operating as an integral support item for Tactical Petroleum, Oils & Lubrication (POL) Distribution Equipment, the kit is utilized in conjunction with the Petroleum Quality Analysis System-Enhanced (PQAS-E)—the Army’s self-contained mobile fuel testing laboratory—to provide a comprehensive fuel certification capability.

Ultimately, the immediate field-testing capability provided by this portable kit is a mandatory requirement designed to prevent engine failure and fuel system damage in Army ground assets, thereby ensuring the operational readiness of tactical military units.

There is a technical data package (TDP) associated with this procurement. It is distribution statement “D”, which limits access to Department of War (DoW) and U.S. DoW contractors, and is located under the Attachments/Links section of the associated SAM posting.

To view/obtain this TDPthe vendor must have a current DD 2345, Militarily Critical Technical Data Agreement, on file with the Defense Logistics Information Service. If the vendor has a current certification, they are required to submit a TDP access request via SAM.gov:

If the vendor does not have a current certification, they must submit a DD Form 2345 to the United States/Canada Joint Certification Office, along with copies of all supporting documentation. DD Form 2345 and instructions can be found on the Joint Certification Program website at: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx. Processing time is estimated at six (6) to ten (10) weeks after receipt. Upon receipt of certification, the vendor may request access to the TDP as described herein.

Destruction of this technical data shall be accomplished by shredding, pulping, burning, or melting any physical copies of the TDP and/or deletion or removal of downloaded TDP files from computer drives and electronic devices, and any copies of those files.
