This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for Government review.


The Department of the Air Force is conducting market research to identify contractors capable of Interior and exterior painting, coatings and miscellaneous repair and maintenance of windows, doors, flooring, hangar doors, roll up doors, road stripping, and crane requirements at Edwards Air Force Base (AFB), CA, including the Air Force Research Laboratory (AFRL), Air Force Plant 42 (in Palmdale, CA), and other tenant organizations. The Contractor shall furnish all management, personnel, vehicles, supplies, equipment, etc. required to perform work such as, but not limited to: applying paint; priming and applying/maintaining protective coatings on various facilities, surfaces, water/fuel tanks, monuments, signs, abatement of lead and asbestos, and minor drywall repairs, windows, doors, roll up doors, hangar doors, basketball courts, flooring and electrical work.


Your response to this Sources Sought Notice will be treated as information only. It shall not be used as a proposal. This notice is intended to help the Government determine the appropriate acquisition strategy and confirm whether alternative solutions are available.


Proposed Pricing Structures Under Consideration


  • Option 1: 100% Firm-Fixed-Price (FFP) for 5 Years
    Offerors propose fully burdened, fixed unit prices for all Exhibit Line Item Numbers (ELINs) across all 5 years (Years 1 through 5). The contractor assumes all inflation risk for the life of the contract.
  • Option 2: Year 1 FFP + Years 2-5 Economic Price Adjustment (EPA)
    Offerors propose fixed unit prices for Year 1 only. For Years 2 through 5, all ELINs are adjusted annually using a predetermined Bureau of Labor Statistics (BLS) Producer Price Index (PPI).
  • Option 3: Hybrid: Set FFP ELINs + RSMeans Coefficient
    Standard, predictable painting tasks are proposed as 5-year FFP ELINs. Volatile, specialized, or variable tasks are priced using the current RSMeans Unit Price Book, with the offeror proposing a single annual multiplier (Coefficient) to cover overhead and profit.
  • Option 4: Hybrid: Set FFP ELINs + EPA ELINs
    Standard, predictable painting tasks are proposed as 5-year FFP ELINs. Highly volatile materials (e.g., epoxies, airfield markings) are designated as EPA ELINs, bid for Year 1 only, and adjusted annually via a BLS Index.

Proposed Questions for Industry:


1. Of the four options presented above, which pricing structure does your firm prefer, and why? Please discuss how your preferred option impacts your ability to provide competitive pricing and manage risk over a 5-year period.


2. Does your firm have experience estimating and executing task orders using an RSMeans coefficient model (similar to a SABER or JOC contract)? Do you foresee any challenges applying a single annual coefficient to the varied tasks in a painting/coatings IDIQ?


3. If the Government utilizes an Economic Price Adjustment (EPA) clause, what specific Bureau of Labor Statistics (BLS) indices (e.g., Producer Price Index for Paint and Coating Manufacturing) do you recommend as the most accurate reflection of your actual cost fluctuations?
