AI Contract Overview

This Request for Information seeks to gauge industry interest and capability for a follow-on contract supporting the Atlantic Undersea Test and Evaluation Center located on Andros Island, Bahamas. The government is exploring the transition of specific operational services to a Firm Fixed Price basis across three primary areas: Base Operations, which covers public works and logistics; Enterprise Operations, focusing on program management and security; and Test Operations, involving range systems and mission analysis. The goal is to identify contractors capable of providing a technical workforce to maintain unique tracking and instrumentation systems and manage a self-sufficient Navy outpost. Interested respondents must have an active SAM.gov registration, a NIST Assessment, and CMMC Level 2 Self Certification to access controlled attachments. The government is specifically requesting feedback on the feasibility of Firm Fixed Price estimates for contracts spanning eight years or more, potential reservations regarding specific tasks, and recommendations for pricing mechanisms to handle variable demand. This is a market research effort and does not constitute a formal solicitation or a commitment to award a contract.

  3. Test Operations are conducted based upon requirements set in Government provided test plans. Test operations include the following: planning/resource scheduling, range systems operations, post mission processing and analysis, and independent test operations systems (marine systems, helicopter services, Acoustic Tracking Equipment (ATE), Underwater Targets, etc.), in addition to other operation services (please review the attached PWS for further details)

Requested Information:

The Government is in the early phases of developing the follow-on requirement and is considering making some of the operations services fully FFP. Respondents are requested to address the following questions regarding the potential FFP Operation Services in their response to the Government.

Regarding the three PWS areas detailed above please confirm if your company would be interested in performing the PWS areas on a Firm Fixed Price basis only. Please also confirm the following with respect to each PWS area:

  • Does your company have any reservations for performing all or any portion of the PWS area services on an FFP basis?  If so, provide details as to the nature and degree of the reservations and to which tasks or subtask or lower levels they apply.
  • Is your company able to provide FFP estimates for an eight-year or greater contract? If not, are there any strategies you would like the Government to consider to make it more possible for your company?
  • Above and beyond what was provided on the previous contract (Attachment #2), what historical workload data (e.g., service tickets, preventative maintenance logs, equipment age/condition, historical material costs) do you need to provide a competitive FFP proposal without adding excessive risk premiums?
  • For services with highly variable demand (e.g., emergency facility repairs or surge operations), what pricing mechanisms (such as FFP step-pricing, fixed unit rates (ex. FFP LOE), pre-priced quantity bands, or other) do you recommend to reasonably allocate risk between the Government and Contractor?

Any questions regarding this RFI can be submitted to Kaitlin McGuire at kaitlin.m.mcguire2.civ@us.navy.mil and Andrew Nagelhout at andrew.c.nagelhout.civ@us.navy.mil.

SCRAP METAL AGREEMENT
Solicitation # N6660426Q0491
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has initiated a scrap metal recycling sales agreement to sell recyclable metal materials generated at its facility in Newport, Rhode Island. This is not a traditional contract but a sales agreement under the Solid Waste and Recycling Program, aimed at diverting 50% of solid waste from landfills by responsibly managing and selling scrap metal. The agreement requires qualified vendors to purchase scrap metal commodities at fixed net prices per gross ton, calculated as a percentage of the Fastmarkets price index for the Boston location, with pricing tied to the first issue of the index in the month the metals are received. Specific metal types—including mixed steel, aluminum solids and turnings, brass, stainless steel, copper wire, mixed wire, coupro nickel, and monel—are listed with defined pricing structures and container requirements. The vendor must supply 12 to 22 cubic yard lugger-style containers and/or 30 to 40 cubic yard roll-off dumpsters at no cost to the government and ensure pickup within two working days of notification, with pickups limited to weekday business hours unless otherwise approved. The vendor is responsible for complying with all federal, state, and local regulations, including Department of Transportation and Naval Station Newport safety and security protocols. Drivers must hold a CDL and obtain facility access badges, with the vendor covering all associated fees. The vendor’s facility must be located within 40 miles of NUWCDIVNPT to allow government personnel to witness weigh-ins, and all metals must be properly segregated at the source. Payment is made via electronic funds transfer by the 10th of each month for the prior month’s deliveries, based on Fastmarkets data submitted with invoices. A 20% deposit equivalent to three months of estimated generation is required before the first pickup. The vendor must indemnify NUWCDIVNPT against claims arising from their operations, assume full liability for damages caused to government property, and comply with strict rules preventing the use of government branding in any advertising. The agreement runs for one year beginning October 1, 2026, with options for annual extensions up to a total of five years. Proposals must be submitted by August 18, 2026, and selection will be based equally on past performance and price, with no discussions allowed unless deemed necessary by the contracting officer. Any subcontracting requires prior written approval, and the original vendor remains fully responsible for all obligations.
