Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-9524, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.
Provide GNSS antenna with the following capabilities:
- Satellite Signal Acquisition – Provide a rugged GNSS antenna to receive satellite time signals for satellite-synchronized network clocks, enabling accurate and reliable time synchronization of protective relays, automation controllers, meters, SCADA systems, and other intelligent electronic devices (IEDs).
- Time Synchronization Support – Support reception of GPS or GPS/GLONASS satellite constellations to provide precise timing information for event recording, fault analysis, sequence-of-events recording, and coordinated operation of substation protection and automation systems.
- Environmental Performance – Provide an outdoor-rated antenna designed for critical infrastructure applications with IP68 environmental protection, high surge immunity, and reliable operation in harsh outdoor environments.
- System Monitoring – Provide visual indication of antenna operating status and power to assist with installation, diagnostics, and maintenance of the time synchronization system.
- System Integration – Support integration with satellite-synchronized network clocks and substation automation systems to provide a common, traceable time reference for protection, control, monitoring, and communications equipment throughout the facility.
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Any information received after the due date/time will not be considered.
