The U.S. Department of Defense, through the Al DLA Aviation At Huntsville office, has issued a Sources Sought notice under solicitation number SPRRA1-26-R-0065 to identify qualified small business sources for the acquisition of an ADJUSTER ASSEMBLY, identified by NSN 1680-01-159-4584 and part number 70400-21613-044, in support of the BLACKHAWK weapon system. This notice is strictly for market research and informational purposes and does not constitute a solicitation, request for proposal, or commitment to issue a future contract. The acquisition is structured as a Total Small Business Set-Aside under FAR 19.5, with a NAICS code of 336413 and a size standard of 1,250 employees, prioritizing participation from Women-Owned Small Businesses, 8(a) firms, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned concerns, and HUBZone businesses. The Government has confirmed full ownership of the technical data package with no restrictions on engineering, tooling, or manufacturing, but access to export-controlled information is restricted and requires an active United States/Canada Joint Certification Program (JCP) certification. Contractors seeking to respond must be prequalified and are responsible for all engineering services—both recurring and nonrecurring—needed to become a qualified source, as well as full production management including supply chain control, logistics, parts and material forecasting, long-lead procurement, obsolescence mitigation, and final delivery of the asset, bearing all associated costs. Any entity intending to participate must maintain active JCP certification, as the Government will not delay award to accommodate requests for export control authorization.
