Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The intent of this notice is for the USCG to provide all questions and answers as a direct result of the Sources Sought (HSCG44-14-R-TEITIS2), posted on November 20, 2014 (See Attached). Also, based on the questions received as a direct result of the posting of this Sources Sought, the United States Coast Guard (USCG) Telecommunication and Information Systems Command (TISCOM) wants to make the commercial industry fully aware of 1) TISCOM's current IT support status, 2) TISCOM's need for interim support, and 3) TISCOM's future support requirements as follows: 1) TISCOM's current IT support services are being performed under Department of Homeland Security's (DHS) Eagle I IDIQ Contract HSHQDC-06-D-00024, Task Order HSCG23-09-J-TEITIS. The Period of Performance (POP) for these services will expire on February 16, 2015. These services are currently being performed by General Dynamics. 2) Posting HSCG44-14-R-TIS001 to FedBizOps on April 02, 2014 was for procurement planning purposes for the needed follow on services of Task Order HSCG23-09-J-TEITIS. Note that the follow on PWS requirements are not totally identical in nature to the PWS requirements for HSCG23-09-J-TEITIS. 3) TISCOM estimates that a time period of a 1 month Base and three 1 month Option Periods may be needed to allow TISCOM to complete the recompete process leading to award of the follow-on contract to Task Order HSCG23-09-J-TEITIS. The Sources Sought, HSCG44-14-R-TEITIS2, posted to FedBizOpps on November 20, 2014, is a necessary notice based on various Federal and DHA procurement regulations for the consideration of continuing services under Task Order HSCG23-09-J-TEITIS for a POP of 1 month Base and three 1 month Option Periods while TISCOM finalizes the recompete process. TISCOM will give due consideration to all responses to the Sources Sought before deciding whether to exercise the right to a logical follow on extension of the services to General Dynamics for the estimated needed POP of a 1 month Base and three 1 month Option Periods.
