South Campus CDL Driver Training Facility

Piedmont Community College is seeking qualified design firms to provide professional design services for the construction of a new 300’x300’ Commercial Driver’s License (CDL) Driver Training Facility at its South Campus in Timberlake, North Carolina. The project is primarily a civil/site development initiative requiring comprehensive services including programming, surveys, civil engineering, grading and drainage, stormwater management, erosion control, utility coordination, pavement design, and the preparation of full construction documents. The selected firm must act as the Designer of Record and assemble any necessary subconsultants to deliver all required disciplines. The procurement is governed by State Building Commission selection criteria, emphasizing specialized expertise in similar projects, past performance, team qualifications, and familiarity with the local area, with no formal pricing submitted due to the professional services nature of the solicitation. The total project budget is capped at $1,400,000, funded through Golden LEAF Grant Funds, private donations, and institutional reserves. Firms must submit three hard copies of a Letter of Interest, limited to ten single-sided pages or five double-sided pages, along with three hard copies of the completed Standard Form 254, all formatted on 8-1/2" x 11" paper, stapled in the upper left corner, and without binders, clips, or tabs. Electronic, email, or fax submissions are strictly prohibited. The submission deadline is August 7, 2026, with deliveries accepted either via mail to P.O. Box 1150, Yanceyville, NC, or physical delivery to 331 Piedmont Drive, Yanceyville, NC, both addressed to Emily Buchanan. A pre-submittal site visit is scheduled for July 28, 2026, at the South Campus location, though attendance is not mandatory. Design firms must hold current professional licensure from the North Carolina Board of Architecture, Board of Examiners for Engineers and Surveyors, or Board of Landscape Architects, and comply with all state procurement standards. The evaluation process is based on qualitative criteria rather than price, with award anticipated to follow a trade-off approach prioritizing technical merit and firm capability over low cost.
