South Concourse Renovation and Enabling Project Testing and Special Inspections

This contract is for Testing and Special Inspection Services to support the South Concourse Renovation and Enabling Project at the Port of Seattle, aimed at extending the useful life of the facility and bringing it into compliance with current building, seismic, and safety codes. The scope includes comprehensive construction quality assurance through material testing, structural inspections, and compliance verification across multiple phases of the renovation, covering concrete, masonry, structural steel, fireproofing, asphalt, grout, shotcrete, and welding, all in accordance with ASTM, IBC, AWS, and other industry standards. Work will be performed onsite and offsite at laboratories and fabrication facilities, with all deliverables—including inspection reports, test results, and final project documentation—submitted electronically to the Port’s Construction Management System. The contract has a base term of three years with an option for up to five additional years, and the total value is capped at $12 million, covering all base and option periods without separate line-item pricing. Proposals must be submitted electronically by August 14, 2026, with strict formatting requirements including an eight-page main proposal, a separate Company Information Excel file, a Mock Fee Schedule, and an appendix of resumes and certifications, none of which count toward the page limit. The evaluation is based on best value, prioritizing project approach and interview performance equally, followed by technical competence of key personnel, with price considered for value and reasonableness but not as the sole deciding factor. Offerors must demonstrate experience with multi-phase airport construction testing, provide detailed resumes for key staff, and obtain prior approval for any personnel changes. Security clearance is mandatory for access to restricted airport areas, requiring TSA background checks and compliance with federal aviation security regulations. The consultant must carry $4 million in professional liability insurance, workers’ compensation coverage per Washington law, and adhere to strict conflict of interest, confidentiality, and Title VI non-discrimination policies. Invoicing is electronic via the Port’s Contractor Database System, monthly and with retail sales tax listed separately, with payment directed to the Port of Seattle’s designated remit-to address. Failure to comply with reporting, ethical, or operational requirements may result in payment delays or contract termination.
