South Concourse Renovation and Enabling Project Testing and Special Inspections

The Port of Seattle is procuring Testing and Special Inspection Services for the South Concourse Renovation and Enabling Project at Seattle-Tacoma International Airport, aimed at extending the useful life of the South Satellite (SSAT) and bringing it into compliance with current building, seismic, and structural codes. The project encompasses comprehensive upgrades to civil utilities, passenger spaces, and building systems across four phased quadrants, beginning with early work packages such as temporary loading docks and holding areas. The contractor will perform material testing, inspections, and investigative services for concrete, welding, structural steel, masonry, asphalt, anchor bolts, fireproofing, grout, and life safety anchorage, with work conducted both onsite and at offsite laboratories and fabrication facilities. Quality control is mandated through the employment of a dedicated QC Manager who audits personnel and equipment to ensure adherence to industry standards, and all testing results and inspection reports must be delivered within strict timelines—ranging from 24–48 hours for rush requests to 14 days for final reports. The contract will be issued as a single project-specific agreement with an initial three-year performance period and potential for up to five additional optional years, with work authorized through Service Directives that specify either firm fixed price or time-and-materials compensation, subject to a not-to-exceed total price. Proposals are evaluated based on project approach, interview performance, and specialized technical competence, with price considered as part of best value rather than the sole determinant. All personnel must obtain authorized airport access badges per Title 49 CFR Parts 1540/1542, including fingerprinting and security threat assessments. The consultant must comply with Port of Seattle ethics standards, including conflict of interest disclosures, non-discrimination policies tied to U.S. DOT and FAA regulations, and Washington State workers’ compensation laws. Business certifications for WMBE, SBE, VOB, and LGBTQBE are recognized, and proposers must hold an active UBI and LNI certification. Proposals must be submitted electronically via email by August 14, 2026, in PDF and Excel formats adhering to strict naming, size, and formatting guidelines, with a maximum of eight content pages excluding exhibits, resumes, and cover materials. Security, environmental compliance, anti-human trafficking measures, and restrictions on Russian Federation entities are mandatory, and all deliverables must align with the Port's Values and Standards.
