South Concourse Renovation and Enabling Project Testing and Special Inspections

The Port of Seattle is soliciting proposals for testing and special inspection services to support the renovation and expansion of the South Satellite, also known as the South Concourse, at Seattle Tacoma International Airport. This capital improvement project focuses on extending the facility's useful life through structural, seismic, and building system upgrades, as well as the modernization of passenger spaces and civil utilities. The selected consultant will provide material testing, sampling, and investigative services for concrete, welding, structural steel, masonry, asphalt, anchor bolts, fireproofing, grout, and life safety anchorage. The work is organized into five distinct phases, ranging from early work packages to quadrant-specific renovations, and requires the consultant to maintain a Quality Control Manager to perform periodic audits and ensure industry standards are met. The contract is structured for an initial three-year term with the possibility of five optional extension years, with a total project fee estimated not to exceed 12,000,000 dollars. Work will be authorized via Service Directives, which may be billed as either firm fixed price or time and expense. Award decisions will be based on best value, prioritizing the project approach and the technical competence of key personnel over price. Due to the secure nature of the airport environment, all personnel must comply with strict federal and port security badging requirements, including fingerprinting and background checks.
