Planning Applications PA25-0162 and PA26-0009 involve revisions to the Amended Planning Area 3 and 4 Master Area and Subarea Plans for the Ranch Plan community in Orange County, California. The project focuses on adjusting dwelling unit and non-residential square footage allocations, modifying subarea boundaries and land uses, and updating development standards. Key changes include increasing the maximum height for wireless facilities in the Community Facilities district from 70 to 75 feet, revising building setback requirements, and introducing a new standard to allow Conventional Single-Family projects with densities exceeding 9 dwelling units per acre. These updates are supported by Addendum 3.2 to Final EIR Nos. 584, 589, and 623, ensuring compliance with CEQA guidelines and environmental mitigation. The project includes significant infrastructure and environmental deliverables, such as a Runoff Management Plan and a Water Quality Management Plan, with oversight from OC Public Works and the Orange County Flood Control District. Financial obligations include an aggregate share of 18,123,000 dollars for local and regional improvements in the City of Mission Viejo, alongside various cost shares for intersection and interchange improvements, including a 13,600,000 dollar share for the I-5/Ortega Interchange. Additionally, a project-specific Health and Safety Contingency Plan is required to manage potential soil, groundwater, or air contamination encountered during construction. Final acceptance of improvements is contingent upon the County of Orange's approval of the Infrastructure Offering Deed and verification of structural Best Management Practices.
