Southampton Town Hall and Library

The Town of Saugeen Shores is seeking a professional Prime Consultant, consisting of a blended team of architects and engineers, for the Southampton Town Hall and Library project located at 201 and 215 High Street, Southampton, Ontario. The selected consultant will be responsible for reviewing previous master plans and feasibility studies from 2011 and 2017 to provide recommendations and realign the project with an updated program and approved budget. Key deliverables include an updated conceptual design, a phased project plan to achieve all deliverables, and advisement on additional funding requirements. The project aims for construction to begin no later than 2028. The contract is structured as a fixed-price phased extension, beginning with the Feasibility Study and Schematic Design Phase. The Town reserves the right to proceed with subsequent phases, including Design, Development, Construction Documentation, Procurement, and Contract Administration, upon successful completion of the initial phase and the award to a general contractor. Proposals are due by September 24, 2026, and will be evaluated based on corporate qualifications, team experience, and methodology. Additionally, proponents must submit a Domestic Supply Chain Plan in accordance with the Buy Ontario Act and provide proof of comprehensive insurance, including five million dollars in both Commercial General Liability and Professional Liability coverage.
