THIS IS NOT A REQUEST FOR PROPOSALS. This is a notice of intent to award a sole source contract to Rim Technologies, Inc. for purchasing existing proprietary software applications with unlimited government purpose data rights to be used for development, numerical validation & verification, trade off analysis, simulation and testing of operational and simulated multi-phenomenology data and systems for the space domain. We are utilizing the authority under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (10 USC 2304(c)(1)). Rim Tech owns a proprietary application and environment to run analysis and validation faster than currently within the government's capabilities. Rim Tech is the original designer, developer, and manufacturer of the software application being procured. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. This notice does not constitute a Request for Proposal (RFP). This effort was received as an unsolicited proposal. No RFP will be issued based upon this notice. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFICC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
