The Infrared Space Systems Directorate Program Office plans to release a Request for Proposal for the Space Based Infrared Systems (SBIRS) GEO 5-6 Advance Procurement, with the intent to contract Lockheed Martin Space Systems Company (LMSSC). The SBIRS program involves a constellation of geosynchronous earth orbit satellites and highly elliptical orbit payloads designed to provide early warning for global and theater ballistic missile threats. This contract focuses on initiating Non-Recurring Engineering efforts for GEO 5-6 space vehicles, including procurement of long lead parts, materials, and assemblies, along with maintenance and upgrades of special test equipment to prepare for future production. The contract type is Fixed-Price Incentive with a firm target, and includes three priced options: development of the Space and Atmospheric Burst Reporting System payload integration, creation of a dual band telemetry, tracking, and commanding design along with associated subsystem designs, and implementation of a streamlined Earned Value Management System waiver. LMSSC is the sole responsible prime contractor due to their unique capability and long-standing relationship with the program, precluding competition. The solicitation falls under NAICS code 336414, with a small business size standard of 1,000 employees. Interested subcontractors are encouraged to contact LMSSC directly. Points of contact for technical and contracting inquiries are provided to facilitate communication.

The Infrared Space Systems Directorate (IS) Program Office intends to release Request for Proposal number FA8810-12-R-0002 for the Space Based Infrared Systems (SBIRS) GEO 5-6 - Advance Procurement on 17 May 2012. It is the Government's intent to contract with Lockheed Martin Space Systems Company (LMSSC) for this effort. The SBIRS constellation consists of geosynchronous earth orbit (GEO) satellites and highly elliptical orbit (HEO) payloads. Its mission is to warn against global and theater ballistic missile attacks. Presently, the SBIRS program includes four GEO space vehicles (SV) and four HEO payloads in procurement under the Engineering and Manufacturing Development (EMD) and SBIRS Follow-on Production (SFP) contracts. In order to support a future SBIRS GEO 5-6 acquisition, this particular contract action will initiate GEO space vehicle (SV) Non-Recurring Engineering (NRE) for various subsystems and components in preparation for production. This acquisition will also procure long lead parts, materials, and assemblies for the spacecraft and payload; and cover maintenance, upgrade, or modification of special test equipment. There are three priced options on this contract action: the Space and Atmospheric Burst Reporting System (SABRS); Dual Band Telemetry, Tracking & Commanding (TT&C); and the streamlined Earned Value Management System. The SABRS priced option will develop a design to incorporate the SABRS payload onto the SBIRS GEO 5-6 space vehicles. The TT&C priced option will develop a SBIRS dual band TT&C design, and initiate the designs of the spacecraft structure, harness, power, thermal, antenna, and communications subsystems and associated software to accommodate the dual band TT&C capability. The streamlined Earned Value Management System will incorporate a waiver for specific tailored processes. The contract type will be Fixed-Price Incentive (Firm Target) (FPIF). The intended contractor is Lockheed Martin Space Systems Company (LMSSC), 1111 Lockheed Martin Way, Sunnyvale, CA 94089-1212. The IS Program Office has contracted with LMSSC over the last 16 years. LMSSC is the original and the only responsible prime source that can deliver the required services. Award to any other source would result in unacceptable delays; therefore, there are no viable options to obtaining competition for this procurement. The small business size standard (number of employees) for this requirement is 1,000 under NAICS Code 336414. Contractors interested in subcontracting opportunities should contact LMSSC directly. Points of Contact: Technical: Lt Col David Menke, Program Manager, (310) 653-1934, David.Menke@losangeles.af.mil Contracting: Capt John J Sharkey, Contracting Officer, (310) 653-4570, John.Sharkey@losangeles.af.mil or Lisa Chin, Contract Specialist, (310) 653-4141, Lisa.Chin@losangeles.af.mil

The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.
