This Broad Agency Announcement (BAA) replaces Space Innovation and Development Center (SIDC) BAA 04-06. BAA 09-01 makes minor changes to existing focus areas under AF TENCAP and the Innovation Directorate (SIDC/ID). Focus Area 5, Near-Space Sensors has been removed. Other clerical changes have also been made as a result of BAA 09-01. Please disregard the NAICS code that has been selected for this notice as a specific NAICS code does not apply to this BAA. White papers for SIDC BAA 09-01 may be submitted from the date of this announcement through 17 Feb 10. A complete description of SIDC BAA 09-01 is identified in the attached document. The SIDC may contract for activities covered in the focus areas detailed within this document. The intent of the BAA is to investigate and develop concepts and technologies that will enable the SIDC to meet current and future Air Force warfighter space needs. The goal is to develop technologies that provide the best possible space capabilities for the warfighters, when and where needed, in the most cost-effective manner. White papers and subsequent proposals can cover either development of new capabilities for potential 3600 R&D acquisitions or leverage off of existing capabilities for 3400 O&M acquisitions. Please closely follow the directions in the BAA regarding submission of white papers; a formal proposal is not required at this time.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
