The Department of Defense's 50th Contracting Squadron plans to release a Source Sought Request for Information (RFI) around July 16, 2018, targeting nongovernmental entities involved in Space Situational Awareness (SSA). This RFI aims to gather market research and inform acquisition strategies while announcing an Industry Day event in Colorado Springs, Colorado, to engage potential participants. Responses to the RFI are expected by approximately July 26, 2018. The package will include a Draft Performance Work Statement, targeted questions for market analysis, and guidance on attending the Industry Day. Importantly, the RFI is strictly for information gathering; it is not a solicitation for proposals and does not guarantee any future contract awards or issuance of an RFP. The opportunity is posted under the solicitation number NSDC-NGSSAII and categorized under the NAICS code 511210, with the activity being managed at Schriever Space Force Base in Colorado. Interested parties are responsible for monitoring the Federal Business Opportunities website for updates and additional information. Key contacts for this effort include Contracting Officer Stephen Cooper and another representative, Tommie Rogers, both available for inquiries. The effort reflects a preparatory step by the Department of Defense to better understand the commercial capabilities in the space situational awareness domain before moving forward with formal acquisition processes.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
