The Missile Defense Agency intends to award a sole source contract modification to Northrop Grumman Aerospace Systems for the continuing operations of the Space Tracking and Surveillance System-Demonstrators. This action is justified under the authority that only one responsible source can satisfy the agency requirements, noting that Northrop Grumman has served as the prime contractor for the program and its predecessors since 1991. The modification covers five optional one-year periods extending from April 1, 2018, through March 31, 2023. The scope of work involves the operation and sustainment of STSS-D satellites and the management of the associated ground segment. Specifically, the contractor is responsible for providing the personnel, communications processing, analytical tools, and software necessary to maintain space vehicles and ground systems for government-requested tests. This includes command and control of space and ground segments, data processing, and reporting results to stakeholders, while managing proprietary information related to satellite development.
