AI Contract Overview
The contract SPE4A5-26-T-128R issued by the Defense Logistics Agency (DLA) Aviation ASC Supplier Operations OEM Division is for the procurement of 127 units of a defense-related item identified as a spacer, plate shim (NSN 5365-01-119-4798), with delivery to be completed within 194 days after receipt of order and FOB origin. The place of performance and delivery is DLA Distribution at Cherry Point, North Carolina. Packaging and preservation must comply with ASTM D3951 with precedence given to the DLA Master List of Technical and Quality Requirements, including strict marking and labeling in accordance with MIL-STD-129, and palletization following RP001 DLA packaging requirements. Inspection and acceptance will occur at the destination, and quality assurance will adhere to recognized military sampling standards such as MIL-STD-1916, ASQ H1331, and MIL-STD-105/ASQ Z1.4 ensuring rigorous controls on critical, major, and minor quality attributes. The contract explicitly states that item unique identification is not required per customer request, consistent with DFARS clause 252.211-7003. The solicitation incorporates key clauses and requirements from both FAR and DFARS, including compliance with equal opportunity, combating trafficking, employment verification, hazardous materials identification, safeguarding covered defense information under NIST SP 800-171, and reporting cyber incidents. The contract mandates electronic invoice and payment submissions via Wide Area WorkFlow (WAWF) exclusively. No unit prices or overall contract value are provided, and the type of contract is to be determined by the contracting officer at award, with provision for offerors to propose alternative contract types. Hazard communication labeling must meet OSHA standards or applicable federal statutes like FIFRA or FDCA, with prior government review required if new hazard labels are introduced. While the contract references management of configuration changes, quality and technical documentation requirements, and sampling plans, it does not specify option periods, key personnel, or organizational conflict of interest provisions beyond required representations and certifications for defense-related telecommunications equipment and socioeconomic status. Proposal submissions were due by May 19, 2026, through the DLA BSM Internet Bid Board System (DIBBS), with necessary adherence to technical data and cybersecurity assessments as detailed in external DLA master lists and federal regulations.
