The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue an Invitation for Bid (IFB) for a contractor to furnish all plant, labor, equipment and materials and perform all work for cleaning, coating/painting and performing structural repairs to and functional rehabilitation of the miter gate storage trusses, erection towers and spare miter gate sections located at the Corporation's Spare Gate Facility near Snell Lock in Massena, New York. The work shall include 1) removal of brackets, gratings, railings, contact blocks, seals, electrical fixtures and other appurtenances, 2) installation of work platforms and containments, 3) structural repairs and functional rehabilitation, 4) surface preparation by high pressure water cleaning and/or other methods (including limited removal of lead and chromium containing paint), 5) application and curing of a high ratio copolymerized calcium sulfonate paint system and 6) reinstallation of the removed or replaced appurtenances after coatings have adequately cured. The total coating surface area of the storage and assembly towers is estimated at approximately 25,000 square feet. The total coating surface area for the spare miter gate sections is estimated at approximately 50,000 square feet. The structural repairs will consist of welding of cracks and other defects. The functional rehabilitation component focuses on removing, cleaning and reinstalling the contact blocks so that they properly function. Currently the contact blocks are ceased in place. Plans are to award all or a portion of the work in September 2013 with any remaining work items to be awarded within one hundred twenty (120) days of the bid opening, dependent upon the availability of funds. Firm, fixed price award(s) are anticipated. The work is to commence in September 2013 and is to be completed by October 31, 2014. The IFB will be released on or about August 8, 2013 with a tentative response date of September 10, 2013. The cost range is between $1,000,000 and $5,000,000.
