81--SHIPPING AND STORAGThis contract, titled 81-SHIPPING AND STORAGE and issued under solicitation number SPRPA126RVC19 by the Department of Defense’s DLA Aviation in Philadelphia, specifies requirements for the manufacture of shipping and storage containers in strict accordance with Container Research Corp drawing number 05259-934E001, latest revision. The containers must be fabricated from aluminum with welding practices adhering to AWS standards for aluminum, steel, and stainless steel, and welders must qualify under current specifications. Critical manufacturing controls include rigorous cleaning and deoxidizing procedures prior to welding, segregation of filler materials, and environmental safeguards to ensure proper gas shielding. Each container must bear a Unique Identification (UID) marking in data matrix format per MIL-STD-130, with a unique serial number in the format contract#_no_dashes-000X, and a nameplate that includes proper property statements and UID information validated through direct contact with the buyer. Compliance with stringent quality assurance protocols is mandatory, including a First Article Test (FAT) consisting of dimensional verification, leak testing under pressure, 18-inch free fall drop testing, and form and fit evaluation using an actual item provided by the government. Contractors must submit one sample unit within 120 days of contract award and bear all costs associated with testing, shipping, and potential retesting if the article is disapproved. The government estimates FAT testing costs at $20,000, which will be factored into all bids. Contractors may request a waiver of FAT requirements if they have delivered identical, government-approved containers within the prior three years using the same facility and processes, but must submit dual pricing accordingly. All containers must include one-third unit of desiccant per cubic foot of internal volume, meet Buy American and free trade agreement certifications, and comply with transportation, packaging, and labeling regulations including MIL-STD-2073. The contract enforces strict liability limitations for high-value items, prohibits substitutions of approved shock mounts, and requires continuous documentation of materials, welding procedures, and inspections. Final production units must undergo 100% leak testing using Federal Test Method Standard 101C, Method 5009, with any pressure loss exceeding 0.05 PSIG resulting in rejection. The solicitation closes on August 6, 2026.
