The Naval Sea Systems Command plans to place an order through a Basic Ordering Agreement with Raytheon Integrated Defense Systems in Tewksbury, Massachusetts, using other than full and open competition. The order will address the need for Installation and Checkout (INCO) spares, as well as Coordinated Shipboard Allowance List (COSAL) and Coordinated Shore Material Allowance List (COSMAL) spares. These spares support the AEGIS Weapon System Missile Fire Control System MK 99 and AN/SPY-1 Transmitter Group under the Foreign Military Sales program, specifically for Japan and South Korea. The action is justified under 10 U.S.C. 2304(c)(1) as Raytheon is the sole responsible source with the unique technical expertise, resources, and knowledge required to meet the government's specialized requirements. This order is not open for competitive proposals, reflecting the necessity of selecting Raytheon due to their exclusive qualifications in handling the complex AEGIS MFCS MK 99 and AN/SPY-1 systems. Interested parties seeking subcontract opportunities are instructed to contact Raytheon Integrated Defense Systems directly. The contract is administered through designated Navy contract personnel, including a Contract Specialist and Contracting Officer, with the place of performance at Raytheon's Tewksbury facility.
