These items are being added to contract SPEFA3-17-D-0001, awarded to Pacific West Foam Industry (CAGE 0KPM0) in accordance with the approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. The contract has approximately 4.5 years remaining. This requirement contains 116 LSNs that will be evaluated individually for award. See attached spreadsheet for list of Part Numbers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the solicitation open close period will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in English language and in U.S. Dollars. All interested suppliers may submit an offer. Specifications, plans or drawings related to the procurement described are not available and cannot be furnished by the Government. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Procedures in accordance with 10 U. S. C. 2304 (c) (1), other than full and open competition apply. Conditions for evaluation and acceptance of offers for part numbered items cited in the procurement identification description (PID): This agency has no data available for evaluating the acceptability of alternate products offered. Any offeror not already listed as an approved source must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the PID, sufficient to establish that the offeror's product is equal to the product cited in the PID. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, or adequate traceability documentation to show product is acceptable. In addition, respondents shall identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interests of the government. In order to receive an award, regardless of dollar value, you must be registered in System for Award Management (SAM). SAM registration is at https://www.sam.gov. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation utilizing the Past Performance Information Retrieval System (PPIRS).
