Spec Writing System

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Solicitation number is AG-56A1-P-15-0006 and is being conducted as a 100% Small Business Set-Aside, under the procedures of Part 12 and 13, for a brand name or equal purchase. The North American Industrial Classification System (NAICS) number is 511210. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 05-78 dated December 26, 2014. The US Forest Service intends to award a Firm-Fixed price type contract for: ARCOM Masterspec specification writing system subscription. Requested items have been identified by a "brand name or equal" description and shall be quoted as such. This justification is based on compatibility. The required subscription is for previously procured software, however, quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such products are clearly identified in the quote and it is determined by the Forest Service to meet fully the salient characteristic on the above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. If requested by the Forest Service, each offeror shall submit a sample of the items he/she proposes. Award shall be made resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The provision at FAR Clause 52.212-1, Instructions to Offerors (JUL 2013), and addendum is incorporated.
