Notice of Application - FFY25 Edward Byrne Memorial Justice Assistance Grant (JAG)
Solicitation # 223503
The State of Alaska Department of Public Safety has issued a notice of application for the Federal Fiscal Year 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) program under solicitation number 223503. The primary objective of this funding is to prevent and control crime by sustaining and strengthening intelligence-led enforcement to disrupt drug trafficking organizations and reduce violent crime across Alaska. The scope of work includes supporting the Statewide Drug Enforcement Unit (SDEU) and Alaska HIDTA partnerships, funding four long-term non-permanent investigator positions for interdiction and investigative functions, and providing infrastructure for the secure management of seized evidence. Performance will be measured by the number of investigations supported, arrests made, quantities of drugs seized, and the overall disruption of trafficking organizations. Operational activities will be conducted statewide, spanning urban areas, regional transportation hubs, and remote villages, utilizing the APSIN and ARMS systems for case management and intelligence sharing. While the overall grant is managed by the Department of Public Safety, subgrants are awarded through a competitive Request for Proposal process. Evaluation for these subawards is based on operational need, measurable impact, compliance history, and the applicant's capacity to participate in task force operations, with favorable consideration given to previous awardees in good standing. The public is invited to submit written comments regarding the application narrative by May 18, 2026.

The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed price contract to the Hancock County Sheriff's Office (HCSO) to furnish the personnel, facilities, equipment and materials necessary to provide dedicated "security in-depth" patrol services of the buffer zone in order to assure a measure of protection of SSC and its supporting infrastructure. The Contractor shall provide security patrols of the buffer zone to protect critical infrastructure and property (approximately 250 miles) 24 hours a day, 7 days a week, and 365 days a year, above and beyond any normal routine patrols provided by the Sheriff's Department. HCSO is the only known vendor that can provide these services, which include notification, coordination, and liaison with other local, state, or federal law enforcement agencies whose jurisdiction and/or support is necessary to carry out both routine and special law enforcement duties and making arrests if necessary. There will be only one award made for this requirement and the period of performance will be approximately a one (1) year base period and four (4) option years for a total period of performance of sixty (60) months. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12. The Government believes only one responsible source can provide the services to include arrest authority that will satisfy the Agency's requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSAL (RFP). Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 2:00 p.m. (local time) on August 09, 2017. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code is 922120 and has no size standard. The DPAS Rating for this procurement is DO-9 (see 15 CFR 700). FOB is destination. It is anticipated that a solicitation will be issued to HCSO on or about October 3, 2017 with their response due NLT 1:00 p.m. on November 3, 2017. An Ombudsman has been appointed.
