The United States Geological Survey (USGS) in Vancouver, Washington, plans to make a non-competitive award to Chalmers University of Technology for the supply of twelve Network for Observation of Volcanic and Atmospheric Change (NOVAC) Scanners. These specialized instruments are uniquely designed for permanent installation and continuous field monitoring of volcanic sulfur dioxide (SO2) and bromine monoxide (BrO) emissions. Engineered to withstand harsh volcanic environments, the scanners feature capabilities such as determining plume speed and monitoring a wide range of wind directions using a conical scan geometry. The NOVAC Scanners integrate seamlessly into an existing global network of nearly 70 instruments, all standardized with the same technical specifications, enabling consistent and comparable volcanic gas emission data to support eruption forecasting. Interested vendors are invited to submit capability statements, proposals, or quotations by 3 PM EST on March 15, 2016, and must provide information including corporate expertise, technical product specifications, business size classification, and points of contact. Questions about the solicitation are to be directed to the Contracting Officer by 3 PM EST on March 7, 2016, and an RFQ may be requested around March 9, 2016. Submissions are to be sent exclusively via email to the designated Contracting Officer. The contract falls under NAICS code 334419, which covers other electronic component manufacturing. The government will not reimburse any costs related to the preparation or submission of responses, and all submitted materials will remain with the government.

Full Description

The United States Geological Survey located in Vancouver WA intends to make a non-competitive award to Chalmers University of Technology for twelve Network for Observation of Volcanic and Atmospheric Change Scanners (NOVAC Scanners). NOVAC Scanners are the only known instrument specifically designed for permanent installation in the field and continuous monitoring of volcanic SO2 and BrO emission rates. The scanners are designed for permanent installation and continuous exposure to harsh volcanic environments and offer features specific to volcanic plume monitoring such as the capability of determining plume speed or the ability to cover a large range of wind directions by use of a conical scan geometry. The NOVAC Scanners are the only instruments that can be integrated into the existing Network for Observation of Volcanic and Atmospheric Change. This network consists of close to 70 instruments worldwide monitoring gas emissions from active volcanoes. All instruments in the network have the same technical specifications. This allows the spectroscopy data collected at any given volcano to be directly compared to data measured elsewhere in the network. This comparability makes the data extremely valuable for eruption forecasting and is a major advantage of this specific instrumentation. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 3PM EST Friday, March 15, 2016. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 03:00pm EST on March 7, 2016. An RFQ may be provided upon request on or about March 9, 2016. All interested parties must include the following: 1. Capability statement describing corporate expertise and technical qualifications in the product described above. 2. Technical Specifications of the product being provided. 3. Business Size status of vendor ( Ie. Small, 8(a), HUBZone, SDVOSB, Large, etc.) 4. Point of contact information for vendor. 5. Any other information that will prove the vendor is capable of meeting this requirement. Submissions shall be emailed only to the attention of the Contracting Officer, Gerry Lewandowski, at contact@example.gov NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. All questions, concerns, and information being provided may be submitted to the Contracting Officer via email only. The North American Industry Classification System (NAICS) code is 334419 Other Electronic Component Manufacturing

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. Bidders must provide a technical proposal detailing their phasing plan and submit three past performance questionnaires. Compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, the provision of performance and payment bonds, and the use of AABC or NEBB certified firms for testing and balancing. Submissions must include a completed SF 1442 and a detailed bid schedule, with all quotes submitted electronically to the designated point of contact.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
