INDEFINITE DELIVERY/INDEFINITE QUANTITY MULTIPLE AWARD CONTRACT FOR MULTIDISCIPLINE ARCHITECT-ENGINEER SERVICES IN SUPPORT OF CONSTRUCTION PROJECTS LOCATED PRIMARILY IN THE NORFOLK DISTRICT AREA OF RESPONSIBILITY (AOR)

The U.S. Army Corps of Engineers Norfolk District is establishing a Multiple Award Task Order Contract (MATOC) under an Indefinite Delivery/Indefinite Quantity (IDIQ) structure to procure multidisciplinary Architect-Engineer services. This unrestricted procurement, conducted under the Brooks Act, aims to select approximately six highly qualified firms to support construction projects primarily within the Norfolk District Area of Responsibility, with potential capacity sharing across the North Atlantic Division and other Department of War agencies. The contract features a five-year base ordering period starting in June 2027, with a total combined fee not to exceed 240 million dollars and a maximum task order limit of 50 million dollars. The scope of work encompasses two primary mission areas: Civil Works and Coastal Storm Risk Management, and Military Construction (MILCON). Services include planning, feasibility studies, geotechnical investigations, master planning, design, CADD drawing preparation, and construction phase support. All work must be performed by licensed professional architects or engineers and adhere to the Norfolk District Design Guide and ADAAG accessibility standards.
