The Cornerstone Initiative Request (CIR) CS-19-1701 for the Trusted Capital Marketplace (TCM) was released on May 3, 2019, by the U.S. Army Contracting Command - Rock Island on behalf of several Department of Defense (DoD) entities, including the Combat Capabilities Development Command Chemical Biological Center and the Office of the Deputy Assistant Secretary of Defense for Industrial Policy. This competitive request is limited exclusively to members of the Cornerstone consortium and seeks proposals for the development of a prototype Trusted Capital Marketplace. The TCM aims to establish a public-private partnership platform connecting companies with capital providers to facilitate investment and funding. Utilizing the Other Transaction Authority (OTA) as authorized by 10 U.S.C. § 2371b, the government intends to award one or more OTA agreements for a period of five years, with potential follow-on prototyping tasks if initial prototypes prove successful. The solicitation involves a two-phase selection process with a submission deadline of May 23, 2019, for initial materials, followed by oral presentations for down-selected candidates in mid-June in the Washington DC/Northern Virginia area. Membership in the Cornerstone consortium with a signed management agreement is mandatory to participate and receive awards. The government may make multiple awards, a single award, or no awards depending on proposal evaluations. Communication and questions regarding the CIR were to be directed via email to the Cornerstone Consortium Management Team and Contract Specialist Benjamin J. Gillen by May 8, 2019. The marketplace under this initiative is envisioned to facilitate the flow of DoD and other approved government funds to third-party investors and companies, potentially serving as a conduit for various funding mechanisms including loan programs and cost-sharing with non-government entities.
