The purpose of this notice is to notify industry that the Federal Emergency Management Agency�s (FEMA) Individual and Community Preparedness Division (ICPD) Headquarters Support Services (GS00Q14OADU113-70FA2019F0000056) and ICPD Digital Support Services (GS06F0985Z-70A301900000443) needs will not be consolidated into a single requirement. To comply with both the Federal Acquisition Regulations and the Small Business Administration�s (SBA) 8(a) program directives and policies, FEMA is removing the �Web Development and Support� and �Correspondence Management� sections from ICPD�s upcoming NPD-38 solicitation for the Headquarters Support Services. A revised PWS for NPD-38 has been attached to this Special Notice for awareness and reference. This Special Notice is associated with: Sources Sought Notice, ID# NPD-38, posted to the System for Award Management (SAM.gov) back in September of 2023, and Acquisition Planning Forecast System (APFS) record F2023063566, which was originally published in November of 2023 and revised in March of 2024. Another revision to the APFS record is forthcoming based on this Special Notice. The total estimated dollar range of $20M-$50M listed on APFS record F2023063566 for the ICPD Headquarters Support Services requirement (NPD-38) is still accurate. Additionally, the forecasted Contract Vehicle of OASIS and a 100% Small Business set-aside are both still accurate. The new, estimated Solicitation Release date is June of 2024, with a target award date of August 2024. The APFS record will be modified shortly after this Special Notice is made available to industry via a posting to SAM.gov. The forthcoming ICPD Headquarters Support Services solicitation will supersede any previous information captured or provided during market research or industry engagements. The Preparedness Section of FEMA�s Office of the Chief Component Procurement Officer (OCCPO) is responsible for this Special Notice and is handling the ICPD Headquarters Support Services (NPD-38) requirement. The ICPD Digital Support Services will be procured separately by the Information Technology Section of OCCPO.
