The contract issued by the Department of Defense, through Advanced Technology International operating as SCRA Applied R&D, invites prototype proposals from members of the National Spectrum Consortium and other interested U.S. technology entities for innovative spectrum research and development projects. The solicitation aims to develop cutting-edge prototype systems involving radio frequency components, firmware, and software to enhance capabilities in three key areas: extended command, control, and communication for small unmanned autonomous systems that operate efficiently in congested spectrum environments; highly precise timing, frequency, navigation, and geodesy enablers to support dynamic spectrum sharing; and wideband electromagnetic spectrum situational awareness with advanced command and control functionalities to improve spectral efficiency and utilization for U.S. weapons systems. Interested parties must obtain detailed information and submit proposals via the National Spectrum Consortium, as non-NSC organizations are required to join the consortium before responding. The solicitation, designated under NAICS code 541330 and posted on June 28, 2016, is managed out of Picatinny Arsenal, NJ, with Kristen Kachur listed as the point of contact for inquiries. This contract supports the Department of Defense’s goal of advancing emerging capabilities and prototyping in the electromagnetic spectrum to maintain tactical advantages and operational readiness.
