Special Notice: Notice of Intent to Award a Sole-Source Contract for Munitions Responses Services for a Proposed Plan (PP) and Record of Decision (ROD) at Former Mount Gretna Training Camp Artillery Range (TCAR), Mount Gretna, PA

The United States Army Corps of Engineers Baltimore District intends to award a firm-fixed-price, sole-source contract to Tetra Tech EC, Inc. for munitions response services at the Former Mount Gretna Training Camp Artillery Range in Mount Gretna, Pennsylvania. The primary objective of this requirement is the development of a CERCLA-compliant Final Proposed Plan and a Record of Decision. This work will be based on foundational Remedial Investigation and Feasibility Study reports. The government is pursuing a sole-source award based on the contractor's incumbent role and site-specific experience, which is intended to eliminate learning curves and prevent schedule delays. While this is not a request for competitive proposals, the government is accepting capability statements from interested sources until September 9, 2026. To be considered, submissions must provide clear and convincing evidence of in-house experience developing CERCLA-compliant Proposed Plans and Records of Decision for munitions response sites, specific project experience with the Former Mount Gretna Training Camp Artillery Range, and the ability to leverage government-furnished reports to complete the deliverables efficiently.
