SPECIAL NOTICE of a Hawaiian Electric Company (HECO) Request for Proposals (RFP) incorporating Department of the Navy (DON) energy resilience requirements and non-excess land at Marine Corps Base Hawaii (MCBH)

This Special Notice serves as an industry notification regarding a partnership framework between the Department of the Navy (DON) and the Hawaiian Electric Company (HECO) to modernize the energy ecosystem on the Windward side of Oahu. The initiative makes non-excess land at Marine Corps Base Hawaii (MCBH), specifically two sites totaling 10.29 acres, available for the development of energy generation infrastructure. The goal is to support energy resilience and power generation requirements for both HECO and the DON. Under this framework, a selected developer will be responsible for the comprehensive planning, financing, construction, ownership, operation, and maintenance of a firm generation capability with a minimum capacity of 30 megawatts, as well as variable and energy storage systems. Key technical requirements include a fast-switching and control design to provide resilient dispatchable generation and islanding black start capabilities during grid disruptions. In exchange for the use of the MCBH land, the developer must provide in-kind consideration through infrastructure upgrades focused on energy security and resilience. It is important to note that the Department of the Navy is not awarding a contract or agreement directly through this notification, nor does this notice constitute a formal request for proposal or invitation for bid.
