The U.S. Army Yuma Proving Ground (USAYPG) in Arizona is preparing to offer its testing services to commercial entities under Title 10, Section 2861, U.S. Code. USAYPG specializes in conducting Developmental Tests (DT) and integrated Developmental/Operational Tests (DT/OT) on a broad array of military materiel, including artillery, aviation equipment, automotive systems, combat systems, general soldier equipment, and munitions. The proving ground leverages advanced technical support infrastructure and an extensive range of in-place testing facilities such as test courses, environmental chambers, and firing ranges. Additionally, USAYPG benefits from access to over a million acres of testing areas and restricted airspace across diverse environmental regions, including desert, cold, and tropical climates. This unique combination allows USAYPG to provide comprehensive testing services from real-world environmental exposure to controlled simulation environments. These capabilities and facilities are offered on a cost-reimbursable basis not only to Department of Defense agencies but also to other U.S. government agencies, foreign governments, universities, research institutions, and private industry. Private sector entities interested in providing similar services are encouraged to submit their expressions of capability for inclusion in a database accessible to prospective commercial customers assessing service providers. Submissions and inquiries can be directed to the USAYPG Plans and Operations Directorate. This initiative aims to foster collaboration between the proving ground and commercial enterprises by leveraging USAYPG’s extensive resources and expertise in military materiel testing.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
