AI Contract Overview
Contract 36C78625D50523 for grounds maintenance services at the Annapolis and Loudon Park National Cemeteries has been cancelled by the National Cemetery Administration of the Department of Veterans Affairs. This action follows a protest filed by Hanger 4 Services on September 2, 2025, which was subsequently dismissed by the GAO on September 30, 2025, after the agency decided to terminate the contract and reassess the requirements. The termination is executed under FAR 52.249-4 for the convenience of the government. Because the awardee had not yet begun mobilization or provided any services, the government maintains that it is not liable for any incurred costs, although any submitted Requests for Equitable Adjustment will be reviewed. This project was originally designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 561730.
