The Air Force is expressing openness to receiving contractor requests for collaboration on advancing electronic warfare (EW) technologies specifically aimed at future enhancements of the F-15 Eagle Passive/Warning Survivability System (EPAWSS). This communication clarifies that such interactions, which may include ongoing technical discussions or access to government labs and equipment, will occur on a non-interference basis and at no cost to the Government. It also emphasizes that this notice is purely informational to signal the Air Force’s willingness to consider contractor input and is not a solicitation or request for proposals, nor does it create any obligation for the Government to issue a contract related to the F-15 EW system. Contractors are not required to utilize any Government resources to be eligible for potential contracts, and the notice invites interested parties to direct any program-related queries to the F-15 EPAWSS Program Manager, Lt Col Jason Voorheis, or any contractual questions to the Contracting Officer, Michael McCreanor. The intent is to provide a transparent avenue for industry engagement in the development of future F-15 EW systems while maintaining clear boundaries on the Government’s current procurement plans.

On a non-interference and no-cost-to-the-Government basis, the Air Force will consider requests (e.g., for on-going technical discussions, access to Government labs / equipment, etc.) from contractors interested in advancing their EW system technologies to meet future F-15 Eagle Passive/Warning Survivability System (EPAWSS) requirements. This is a special notice only regarding the Air Force's willingness to consider requests from contractors and is not a request for information or solicitation, nor does it obligate the Government to issue a solicitation related to an F-15 EW requirement. Furthermore, contractors are not required to use any Government assets for development activities to be considered for award of a contract related to an F-15 EW requirement. Please direct any F-15 EPAWSS programmatic questions to the F-15 EPAWSS Program Manager, Lt Col Jason Voorheis at (937) 656-5309; jason.voorheis@us.af.mil. F-15 EPAWSS contractual questions can be directed to the Contracting Officer, Mr. Michael McCreanor, at (937) 904-6686; michael.mccreanor@wpafb.af.mil.
