The Transportation Security Administration (TSA) has updated its qualification process for Explosive Detection Systems (EDS), eliminating the previously required Certification Readiness Testing (CRT) to expedite the deployment of advanced security technology. Although CRT is no longer mandatory for qualification, it remains available for development purposes, and vendors are encouraged to collaborate closely with the Explosives Division of the Department of Homeland Security Science and Technology Directorate (DHS S&T) to prepare their systems for certification testing. Should an EDS system fail certification, the Original Equipment Manufacturer (OEM) must submit a fully revised data package and will face a waiting period before being eligible to resubmit for certification. The contract notice, titled "Special Notice - Update to TSA Qualification Process for Explosive Detection Systems," was posted on October 25, 2013, by the Department of Homeland Security's Contracting and Procurement Office located in Springfield, VA, with performance in Arlington, VA. Points of contact include Contracting Officer Matthew C. Ashurst and Contract Specialist Kirsten M. O’Brien, both available for vendor inquiries. An updated presentation detailing the revised qualification process is available, and questions regarding the changes can be submitted to the Contracting Officer, with responses disseminated through a formal question tracker system.

Full Description

The purpose of this notification is to inform Explosive Detection Systems Manufacturers that TSA has revised the qualification process for Explosive Detection Systems (EDS). In an effort to accelerate the process of deploying the most effective and efficient security capabilities, TSA is no longer requiring Certification Readiness Testing (CRT) as part of the EDS qualification process. However, the service will remain available for developmental purposes and vendors should work closely with the Explosives Division of DHS S&T to prepare their system for certification testing. Please note that if an EDS system fails certification testing, OEMs will be required to resubmit a fully updated data package and there will be a period of time where an Original Equipment Manufacturer (OEM) will not be eligible to resubmit their system for certification testing. The attached EDS Competitive Procurement Industry Day presentation detailing the qualification process has been updated to remove the CRT process as a requirement for qualification of an EDS. << File: Cert Updated TSA Industry Day Masterslide Deck V 10-24-2013 (3).pptx >> If you have questions about the revised process please submit them to Matthew Ashurst at (Matthew.Ashurst@tsa.dhs.gov). Questions and answers if applicable will be distributed through a question tracker.
