Full Description

The U.S. Government has a requirement to develop advanced technologies and capabilities specifically designed for the Special Operations Community and then integrate them with the larger Government community to facilitate cooperation and collaboration for specialized and joint efforts or task forces. This includes technologies that supports C4ISR elements, exploitation and analysis, special/secure communications, protective technologies, large scale data integration in support of the analytical process, outreach/coordination with commercial entities and the underlying information technology infrastructure and networking that makes these highly specialized efforts successful in complex and hostile environments. By developing advanced technologies and capabilities from the ground up, the Government can better collaborate with and enable any partner within or connected to the Special Operations Community with increased effectiveness and minimal disturbances to ongoing operations. This is a PRESOLICITATION notice to publicize the planned solicitation release for the SOF-EIS requirement on or about 15 February 2017. One Single Award Indefinite-Delivery Indefinite-Quantity (SA IDIQ) contract with a $99M ceiling is anticipated to be awarded on or about 28 April 2017. The purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Proposals will only be accepted from SDVOSB concerns in response to the solicitation when it is issued (not this pre-solicitation notice).

The Trusted Partner Program (TPP), under solicitation W911NF-26-R-A009, is a quick-reaction contracting vehicle designed to facilitate rapid Research, Development, Technology, and Evaluation (RDT&E) between the U.S. Army, Joint Warfighter partners, and external academic or non-profit research institutions. The program focuses on sensitive projects across core technical fields including biology, material science, electronics, chemistry, information sciences, and physics, as well as interdisciplinary areas such as applied AI, quantum battlefield dominance, and hypersonics. The government intends to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with a base ordering period of five years and a potential five-year extension. Each awardee will have a total contract ceiling of 400 million dollars. The solicitation is currently on hold pending a review of Army priorities, which may lead to updates in the final Request for Proposals (RFP). Eligibility is restricted to institutes of higher education and non-profit research institutions, requiring CMMC Program Level 2 certification and the ability to handle various security classifications, ranging from Controlled Unclassified Information (CUI+) to Top Secret and Special Access Programs (SAP). Awards will be based on a best-value trade-off process, with technical capability being the most important factor, followed by management, past performance, small business participation, and cost. Proposals must include a specific technical expertise matrix and a video pitch demonstrating secure facilities. All invoicing and payments will be processed through the Wide Area WorkFlow (WAWF) system.
