The Federal Motor Carrier Safety Administration (FMCSA) has a need to procure the services of the National Academy of Sciences (NAS) and Transportation Research Board (TRB) to assist the FMCSA with establishing effective analysis, research, and technology programs to support improved commercial motor vehicle driver, vehicle, and carrier safety. Procuring the services of the NAS will ensure a level of research independence that is free from any potential conflicts of interest. Preserving independence in the area of scientific research study and data analysis is critical towards assisting the FMCSA with meeting its mission to reduce crashes, injuries and fatalities involving large trucks and buses. The independence of the NAS ensures objectivity of the scientific research and mitigates the potential for outside industry interest affecting the oversight and participation of specialized committee meetings.
