The contract established through this solicitation aims to create a nationwide cooperative purchasing program for specialized public works fleet vehicles, OEM parts, and out-of-warranty service work, primarily for government entities across the United States. Led by the City of Fairfax, Virginia, in partnership with the RFxPremier cooperative purchasing alliance, the agreement facilitates regional master awards to qualified Offerors capable of supplying these products and services within designated geographic zones. The contract is designed to leverage collective buying power, ensuring best value, competitive pricing, and broad access for state agencies, counties, cities, school districts, and other political subdivisions. The term of the master agreement is four years, with provisions for price adjustments related to tariffs and inflation, and an estimated total contract value ranging from 50 million to 200 million dollars. Offerors must demonstrate at least five years of relevant experience, provide references, and submit detailed technical and cost proposals, adhering to strict formatting and submission guidelines. The procurement process emphasizes compliance with Virginia law, transparency, and the ability to propose modifications to the standard master agreement, with evaluation criteria focusing on technical merit (up to 700 points) and cost (up to 300 points), requiring a minimum combined score of 650 points for award consideration. The resulting master agreements will enable participating entities to purchase vehicles, parts, and services efficiently, with the process governed by detailed terms covering delivery, inspection, warranties, confidentiality, and dispute resolution, all embedded within a comprehensive set of attachments and supporting documentation.
