The contract is awarded on a firm-fixed-price basis with a maximum period of performance of 180 calendar days from the Notice to Proceed, with delivery and installation targeted within 120 days. Pricing must be submitted separately for each CLIN, including costs for Defense Base Act insurance, warranty, preventive maintenance (three visits for the two primary instruments, one visit each for the remainder), and VAT only if the vendor holds a valid Ecuadorian tax ID. Proposals must include proof of active SAM registration, completion of Attachment 4 for representations and certifications including trafficking in persons and arms control compliance, and Attachment 2 certifying Trade Agreements Act compliance with the source country of each item.
