Specialized Laboratory Equipment, Quito, Ecuador

This contract solicits the procurement, delivery, installation, and commissioning of specialized laboratory equipment in Quito, Ecuador, for use by the Ecuadorian National Police’s UNISQ laboratory in support of forensic analysis related to synthetic drug trafficking and transnational criminal organizations. The requirement covers a suite of advanced analytical instruments—including a triple quadrupole GC-MS/MS system, FTIR with infrared microscope, ultrapure water purification system, analytical balance, stereo microscope, and supporting laboratory infrastructure—each to be supplied as new, factory-manufactured equipment meeting or exceeding specified technical standards in Appendices A and A.1. All equipment must be delivered DDP Quito, Ecuador, inclusive of international freight, customs clearance, duties, taxes, and final delivery, with full installation, Calibration, and validation through Installation Qualification and Operational Qualification performed on-site. The vendor must provide a minimum of 40 hours of on-site technical training in Spanish for at least three designated personnel, accompanied by comprehensive user and technical documentation in both Spanish and English, available in digital and printed formats. A final technical report confirming all equipment is fully operational, with verification of installation, calibration, and training completion, is required for acceptance by INL and the National Police. The contract is awarded on a firm-fixed-price basis with a maximum period of performance of 180 calendar days from the Notice to Proceed, with delivery and installation targeted within 120 days. Pricing must be submitted separately for each CLIN, including costs for Defense Base Act insurance, warranty, preventive maintenance (three visits for the two primary instruments, one visit each for the remainder), and VAT only if the vendor holds a valid Ecuadorian tax ID. Proposals must include proof of active SAM registration, completion of Attachment 4 for representations and certifications including trafficking in persons and arms control compliance, and Attachment 2 certifying Trade Agreements Act compliance with the source country of each item. Vendors must demonstrate in-country presence in Ecuador to ensure timely post-sales support and comply with all security protocols established by the National Police and DNIA/UNISQ, including safeguarding sensitive information and coordinating facility access through INL Ecuador.
