Solicitation # RFP-27001003
The State Foundation on Culture and the Arts is seeking a Hawaii-based contractor to manage and implement the Teaching Artist Institute, a professional development program for teaching artists in Hawaii. The project focuses on the intersection of arts education and health and is designed to help artists on the SFCA Artistic Teaching Partner Roster meet mandatory annual professional development hours, while also remaining open to non-roster artists. The selected contractor will be responsible for all coordination, including organizing the institute, contracting interactive speakers and workshops, and managing travel, lodging, and food logistics. This firm-fixed-price contract has a maximum value of 50,000 dollars, though contractors may seek additional matching funds. The initial period of performance is eight months, starting from the notice to proceed, with the possibility of up to six additional 12-month extensions. To qualify, the contractor must be a state-wide arts organization incorporated in Hawaii with extensive experience in professional development for arts educators and a specific focus on arts and health. MANTECH NO COST CONFERENCE
Solicitation # HQ003426QE242
Washington Headquarters Services is soliciting a Firm Fixed Price, no-cost contract under NAICS 561920 to provide non-personal support services for the planning, execution, and reporting of the annual Defense Manufacturing Focused Conference (DMFC) and Diminishing Manufacturing Sources and Material Shortage (DMSMS) Symposium. The contract spans a five-year period of performance from November 5, 2026, to November 4, 2031. The selected contractor will be responsible for organizing a four-day annual event for 1,400 to 2,400 attendees and approximately 200 exhibitors, facilitating the exchange of information on defense manufacturing policies and innovations. Because this is a no-cost award, the government bears no financial liability or reimbursement responsibility. The contractor must develop a comprehensive financial plan to recoup costs through attendee registration fees and sponsorship tiers, which will be evaluated for realism and market competitiveness via a required Compensation Matrix. Key personnel requirements include an Audio Visual Coordinator with at least five years of experience. Due to the sensitive nature of the work, the contractor must adhere to strict security protocols, including signing Non-Disclosure Agreements and providing detailed Organizational and Personal Conflict of Interest disclosures. The Air Force Test Center Operational Contracting Division at Eglin AFB, Florida, plans to award a sole-source Firm Fixed Price commercial purchase order to T.S. AND E. TRADE SHOW AND EXHIBIT LOGISTICS INC for specialized maintenance, climate-controlled storage, and full turnkey logistics services to support a government-owned trade show booth. The decision to proceed without competition is justified under 41 U.S.C. 1901 and FAR 12.102(b), as the vendor possesses proprietary tooling and custom jigs essential for maintaining the uniquely fabricated booth, and relocating the asset would invalidate warranties and incur unacceptable duplication of costs. The contract is classified under NAICS code 561920 with a $20 million size standard and is designated as a total small business set-aside. The base period covers one year starting 1 June 2026, with four option years extending through 30 May 2031, each structured to include annual storage services and turnkey logistics for spring and fall trade shows. The anticipated award date is 25 June 2026, and while no formal solicitation will be issued, written responses regarding capability must be submitted by 10:00 a.m. CDT on 19 June 2026 to be considered for potential competition, with all submissions sent electronically to the designated contracting point of contact.

The Air Force Test Center Operational Contracting Division (AFTC/PZIOA) Eglin AFB, FL intends to award a sole source contract to T.S. AND E. TRADE SHOW AND EXHIBIT LOGISTICS INC, 8001 Clearwater CT, Sarasota, Florida, 34241-2720, CAGE 188B4 to provide specialized maintenance, climate-controlled storage, and full turnkey logistics services to support the government-owned tradeshow booth. The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order.

The statutory authority which permits sole source for this acquisition is 41 United States Code (USC) 1901, as implemented by Federal Acquisition Regulation (FAR) 12.102(b), revised by the Office of the Under Secretary of Defense for Acquisition and Sustainment Memorandum, 'Class Deviation—Revolutionary FAR Overhaul,' effective February 1, 2026. The applicable text for FAR Part 12 is located on the Revolutionary FAR Overhaul web page at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12.

This authority is supported by an approved FAR Part 12 Single Source Justification. Competition is being limited due to the proposed source possessing proprietary tooling and custom jigs required to maintain the custom-fabricated booth, and relocating the asset would void existing warranties and result in an unacceptable duplication of cost to the Government.

It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 561920 – Convention and Trade Show Organizers. The size standard as defined by the U.S. Small Business Administration is $20M. The anticipated award date is 25 June 2026.
