NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Solicitation No. USAGM-NOI-21-3568JG Title: Specialized Parts for Mediumwave and Shortwave Transmitters The United States Agency for Global Media (USAGM), Office of Contracts (OMS/C) located in Washington, D.C. intends to negotiate and award a sole source, non-competitive contract to Ampegon Power Electronics AG (Ampegon), located in Baden, Switzerland. Delivery for these parts is estimated at six months from the date of award. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 3304(a), which is implemented in FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need to be provided for." The Office of Contracts (CON) at the USAGM, plans to make an award to Ampegon on a sole-source basis for specialty parts unique to Medium Wave and Short Wave Thomcast transmitters installed in 1994. Ampegon is the only known source able to provide these specialty parts. Interested firms must submit a written response that demonstrates their ability to provide the parts listed in "Attachment A" of this notice. Interested firms must state how they would comply with the Government's requirements by including appropriate support documentation. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Written responses must be submitted to the attention of Jacqueline Gray, Contract Specialist, via e-mail at jgray@usagm.gov, with copy to Tisa Harvin, Contracting Officer at tharvin@usagm.gov, not later than 4:30 PM Eastern Standard Time (EST) on Wednesday, February 10, 2021 and must include the solicitation number in the subject line. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Telephone or faxed responses will not be accepted and will not receive a response. Any determination to compete or not to compete this proposed contract is solely within the discretion of the U.S. Government. This Public Notice is not a RFP, IFB, or RFQ.
