All metal frames, beams, and guards must be finished in NASA Blue, while wire decks and anchors must retain their galvanized or zinc-plated finishes. Solicitation # W911PT27QA008
Solicitation W911PT27QA008 is a total small business set-aside for the procurement of 30 cannon containers for the 105mm M20, to be delivered to the Watervliet Arsenal in Watervliet, New York. The requirement is split into two line items of 15 units each, with the first item requiring a first article submission and the second item waiving it. Delivery for the second line item is required within 60 calendar days following the approval of the first article test. Technical compliance is mandatory, and the government may conduct plant visits or preaward surveys to verify capabilities. Required documentation includes contract data per DD Form 1423 and specific inspection results via WVA Form 702-61-R and DD Form 1222. The contract incorporates strict cybersecurity and safeguarding requirements under DFARS 252.204-7012 and requires the use of the Wide Area WorkFlow system for electronic invoicing. BPA - Boxes and Packaging PSC 8115, 8135
Solicitation # N0017424SN0028
The Naval Surface Warfare Center Indian Head Division is seeking to establish Blanket Purchase Agreements (BPAs) with small businesses to provide standard commercial supplies and services for boxes, cartons, crates, and bulk packaging materials under PSC codes 8115 and 8135 and NAICS 321920. These BPAs are intended for requirements that do not exceed the Simplified Acquisition Threshold, with competition occurring at the call level. Master BPAs will be awarded to vendors demonstrating technical merit and positive past performance, with the government intending to issue these agreements on a six-month rotation through June 2029. Interested offerors must provide a cover sheet with company details, documentation of capabilities, a price list, and at least three past performance references. Evaluation of past performance focuses on customer satisfaction, timeliness, technical success, program management, and quality, with ratings categorized as either acceptable or unacceptable. Vendors are required to maintain active accounts in the System for Award Management and the Procurement Integrated Enterprise Environment for invoicing and reporting. While the government previously established specific deadlines for June and December awards, a recent amendment has paused the rolling admissions process to explore automation enhancements for the interest and evaluation process.

NASA Johnson Space Center intends to modify contract 80JSC025PA006 for the purpose of adding a requirement for the awarded contractor, Optical Coating Labratories, to build a replacement shipping container so that the required MCAT telescope mirror can be shipped properly and safely to its destination on Ascencion Island.  Given that the current vendor has posession of the mirror, it is keenly aware of the delicate and critical state the mirror is in and can design a mirror that will safely protect the mirror while it is in transport and therefore guarantee the work the vendor has performed on the optical recoating of the mirror surface. Therefore, OCL is the only responsible source available to design and manufacture the required shipping container that will be specific to this mirror.  The Government intends to award this modification under the authority of FAR 13.501 since the value of the modification is less than the simplified acquisition threshold.  A separate procurement is not in the best interest of the Government due to cost and schedule constraints. Questions and/or comments are welcome.
