The contract is designed to facilitate the rapid restoration of electrical services following storm-related damage to overhead and underground distribution lines, substations, and transmission systems. It involves tasks such as installing or repairing poles, transformers, wires, and other materials necessary for restoring power. Work is to commence immediately once it is safe after a storm or disaster and will continue until all power is fully restored, with milestones set based on the extent of damage. The restoration process emphasizes safety and efficiency, with all construction adhering to Rural Utilities Service (RUS) standards. Contractors are required to provide detailed estimates of labor hours and equipment usage, and an attached addendum specifies the assembly units involved. The financial terms specify a maximum payable amount, outlined in the “Attachment A Bid Form,” which cannot be exceeded unless both parties agree in writing to an amendment, especially in the case of large-scale disasters. The contract is associated with the solicitation titled “Specifications For Electrical Construction Repair To Damaged Utility Lines In Post Disaster Environment,” issued by the Florida-based Glades Electric Cooperative, with a response deadline of May 20, 2021. The scope of work is focused on post-disaster repair and restoration within Florida, with the contract size and specific point of contact details not explicitly provided.

Objective: Aid in the process of restoration in the event of a storm involving distribution overhead and underground as well as substations and overhead transmission systems. This may include installation and or repair of poles, transformers, and wire, including other miscellaneous materials. Schedule: Work to start as soon as it is safe to begin, immediately after storm or event has passed, and end when all power is restored. Tasks: Milestones will be determined on damage to system. Restoration will progress at a safe yet efficient pace until it is determined all power is restored. Please provide itemized estimate for labor hours and truck equipment. An addendum is attached outlining assembly units used. All construction must meet RUS standards.
Please note the not too exceed amount listed on “Attachment A Bid Form”. May it be expressly understood that the amount payable for services performed during this contract period shall not exceed this amount unless otherwise agreed upon by both parties in writing and executed as an amendment to this agreement. The not to exceed amount has been calculated based upon a reasonable time of restoration in the event of a disaster and should be amended in the event of a large-scale disaster.
