This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This solicitation is issued as a Request for Proposal (RFQ). This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This solicitation is posted full and open to all qualified businesses and will be awarded as a Firm Fixed Price Purchase Order. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. The Center for Drug Evaluation and Research (CDER) has requested the purchase of, brand name or equal, a Pre-owned Waters Micromass Quattro Micro API MS/MS Benchtop Quadrupole Mass Spectrometer System. The Waters Micromass Quattro Micro API is a compact benchtop mass spectrometer developed for routine HPLC/MS/MS quantitative applications and qualitative screening. The Quattro micro API is an affordable, high quality tandem quadrupole MS delivering superior levels of sensitivity, selectivity, robustness, speed, and accuracy. The system allows the user to reach lower detection limits and increase sample throughput. The instrument features SPECIFICATIONS: ??Accurate, reproducible chromatographic peak area measurement ??Robust ZSpray atmospheric pressure ionization interface ??Versatile range of ionization options ??Multimode capability in a single run ??Automated instrument optimization and quantitative method development tools ??Dedicated application managers for your specialized analytical requirements ??Small footprint that sits easily on your laboratory benchtop The following items are included as part of the standard system: Z SPRAY API interface. The ion source allows for either Electrospray (ESI) inlet probe, atmospheric chemical ionization (APCI) probe or a dual ESI/APCI probe. The later allows you to monitor both ESI and APCI simultaneously using a single ionisation source. Atmospheric pressure ionisation ( API ) HPLC interface including: One easily dismountable ion source enclosure. Cone gas facility for chemical noise reduction. Electronic mass flow meters for drying gas and cone gas. Electronic injector valve controllable from the instrument software or the front panel. The injector valve can be programmed from the software to function as a divert valve. Integral syringe pump controlled from the instrument software with a flow rate of 0-1000 microlitres / minute. The source and spraying elements are visible through an easily removable transparent enclosure and the source elements may be wiped clean in situ or removed for cleaning without breaking vacuum. The nebulized spray is orientated orthogonally and positioned off axis for maximum source longevity and analyser protection against 'dirty' samples. The source also includes facilities for declustering ions formed at atmospheric pressure. Positive and negative capability is included. All source voltages are under data system control. 1. QUADRUPOLE ANALYSER Using a tandem quadrupole mass analyzer with a hexapole collision cell, the Quattromicro API provides molecular weight, structural information, and quantitative data for awide variety of analytes 2. COLLISION CELL High efficiency, hexapole collision cell (H) with beam focusing at cell entry/exit. Collision energy is digitally controlled. Collision cell gas pressure is directly monitored in the range 10-4 to 1 mbar. Collision gas pressures used during data acquisition are automatically recorded and appended to the relevant data file. Collision gas introduction and pumpout are computer controlled. Replacing the traditional collision cell with the hexapole design enhances ion containment and transmission resulting in a 2-3 fold increase in sensitivity. The collision cell on the Quattro Micro is easily removable for cleaning. 3. DETECTOR Off-axis Dynolite photomultiplier detector positioned after second mass. A 5Kv conversion dynode and a 10Kv phosphor are positioned at 90 to the analyser for the elimination of neutral noise. The photomultiplier is enclosed in its own vacuum envelope for long life. The detector operates in both positive and negative ion modes, and can switch rapidly under MassLynx digital control. This low noise/high efficiency detector approaches 100% efficiency for single ions. 4.MASSLYNX SOFTWARE Masslynx is a multitasking suite of analytical applications and instrument management software operating in Microsoft Windows XP environment, featuring graphical user interface with multiple windows. 5. VACUUM SYSTEM Clean, differentially pumped, automated vacuum system comprising: Air cooled Edwards EXT200/200H turbomolecular drag pump evacuating both the source & analyser. One E2M28 rotary pump for backing of the turbo pump. The source turbo pump is fitted with an electromagnetic vent valve. Vacuum read backs and system vent/pump cycles are digitally monitored and controlled, to provide total software control and ensure fail-safe operation in the event of power failure. A Pirani gauge is fitted to the collision cell for gas pressure monitoring. 8. Z-Flow API INTERFACE Performance Sensitivity for sulfadimethoxine 500fg injected gave signal to noise ratio of 10:1 (Peak to peak; RMS s/n >30:1). Unrivaled 5 order of magnitude linear dynamic range \over the concentration range of 0.1 pg to 100000 pg producing a coefficient of determination of 0.9975 for sulfadimethoxine. Reproducibility of analysis across multiple injections is evident from 350 repeditive injections of diazepam in protein-precipitated plasma yielding an RSD of 2.1 . FOB: Destination DELIVERY SCHEDULE: 30 days after award DELIVERY LOCATION: CBER 10903 New Hampshire Avenue, Bldg 64 Silver Spring, MD 20903 EVALUATION AND AWARD: The Government intends to evaluate proposals however; the Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. The award will be made to the offeror whose proposal conforms to the terms and conditions of the solicitation under a Firm Fixed Price Purchase Order. Technical Requirements: The technical evaluation for this solicitation will be the equipments ability to meet the required specifications. Evaluation for Award: The award will be made to the party whose quote offers the best value to the government, technical and price. The Government may award this purchase order to other than the lowest priced technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor - Meeting or Exceeding the Technical Requirements; 2) Price of product. Meeting the Technical Requirements is significantly more important than price. The FDA intends to make an award immediately after the response of this notice.
