NON-MANUFACTURER RULE WAIVER


This sources sought is posted in pursuance of a non-manufacturer rule (NMR) waiver with the Small Business Administration (SBA) for the procurement of a spectrum analyzer under NAICS 334515. The SBA currently does not have a class NMR waiver for this NAICS. If your entity is a small business manufacturer of spectrum analyzers under NAICS 334515; please reach out to the listed points of contact. Upon reaching out, entities will be provided the Statement of Need (SON). Entities shall respond whether they manufacture a spectrum analyzer that meets the requirements outlined in the SON.



SOURCES SOUGHT


The 55th Contracting Squadron has an ongoing requirement to acquire a fixed (desk-top) or portable (handheld) spectrum analyzer. It is imperative to the mission of the 55th Communications Squadron that the spectrum analyzer exhibits the following specifications:


  • Signal and Frequency Range
    • Minimum: Between 2 Hz and 9 kHz
    • Maximum: Between 85 GHz and 275 GHz
  • Phase Noise
    • Phase noise must be no greater/louder than -140 dBc/Hz at 10 kHz offset
  •  Additional equipment specifications/capabilities required will be provided in the SON once available
