Speech Therapy Services

The New Hampshire Veterans Home is soliciting proposals under RFP-2027-NHVH-01-SPEECH for a vendor to provide on-site speech-language pathology services for residents in Tilton, New Hampshire. The selected independent contractor must supply qualified personnel licensed by the State of New Hampshire and fully credentialed through the facility. The scope of work includes the evaluation and assessment of speech, language, cognitive-communication, and swallowing disorders, the development of individualized treatment plans, the delivery of therapeutic interventions, and the provision of education to patients, staff, and caregivers. All services must be based on valid physician orders and comply with federal and state regulations, facility policies, and CDC and OSHA infection prevention standards. The contract term is for up to five years starting November 1, 2026, or upon approval by the Governor and Executive Council, with a sole option for the agency to extend for an additional two years. Award selection is based on a 100-point scoring system following an initial compliance screening and technical review, with potential refinement through oral interviews and reference checks. Required insurance includes commercial general liability of 1 million dollars per occurrence and 2 million dollars aggregate, as well as special cause of loss coverage for at least 80 percent of the property replacement value. Vendors must also certify compliance with New Hampshire workers compensation laws and HIPAA regulations regarding the protection of health information. Proposals are due by November 13, 2026, and must include a technical proposal limited to 10 pages, financial strength documentation, and pricing for individual treatment and evaluation visits.
