Solicitation SPE4A7-27-T-1996 is a fixed-price contract issued by the DLA Weapons Support ASC for the procurement of three hazardous material spill containment refill kits. These commercial off-the-shelf kits are specifically designed for hydrocarbon spills and are suitable for high-wind environments such as tarmacs. Each 200 lb kit is 100 percent non-toxic, utilizes a closed-loop recycling system with virgin cellulose, and can absorb up to 250 gallons of hydrocarbons. The kits include a comprehensive set of supplies, including oil-only pillows and socks, Silver Shield gloves, Tyvek coveralls, goggles, a putty repair stick, a floor sign, a non-sparking shovel, 6-mil disposal bags, and an emergency response book. The contract mandates that all sorbents contain 100 percent recovered material content in accordance with RCRA and EPA regulations, requiring specific certifications both at the time of solicitation and after award. Delivery is set for 147 days after the award, with a required delivery date of March 30, 2027, shipped FOB Origin to DLA Distribution Red River in Texarkana, Texas. Quality assurance is governed by MIL-STD-1916 or ASQ H1331, with inspection and acceptance occurring at the destination. Packaging must adhere to MIL-STD-2073-1 Appendix D and RP001, requiring all kit components to be housed in a single, cushioned box with a detailed contents list and bar-coding per MIL-STD-129. Additionally, the contract incorporates strict cybersecurity and regulatory requirements, including CMMC Level 2 self-assessment and DFARS compliance regarding covered defense telecommunications.
