SPILLWAY GATE CONTROL

Public Utility District No. 1 of Lewis County has issued solicitation 24-014-IFB for the procurement, fabrication, and delivery of control systems for the Cowlitz Falls Hydroelectric Project in Washington. The scope of work includes the delivery of four spillway gate control cabinets, two flap gate control cabinets, position sensing instrumentation, and spare parts. All equipment must be fabricated according to UL 508A standards and include functional PLC and HMI programming. Deliveries are split into two phases, with the first set of cabinets and instrumentation due by March 31, 2027, and the remaining items due by April 30, 2027. The contract is based on a best-value trade-off evaluation methodology, prioritizing bidder capability, experience, and lifecycle costs over the lowest price. Awarded vendors must provide a performance bond equal to 10 percent of the contract price and adhere to strict packaging and marking requirements, including NEMA Z535.4 compliant arc flash labels and OSHA/NFPA 70 safety signs. The District maintains sole authority for inspection and acceptance, which occurs at the destination following Factory Acceptance Testing. Administrative coordination is managed by Thomas Beebe, and payments are issued net 30 days upon receipt of original invoices.
