The contract solicitation seeks 19 flat springs under NSN 5360-00-710-2374 through a Request for Quotations issued by the Defense Logistics Agency Land and Maritime Land Supply Chain, with delivery required 127 days after receipt of order to the consignee Industries of the Blind Inc in Greensboro, North Carolina. Full and open competition applies, though the solicitation incorporates stringent compliance requirements including the DLA Master List of Technical and Quality Requirements, with sampling governed by MIL-STD-1916 or ASQ H1331 Table 1, and unspecified attributes treated as major with verification levels or AQLs assigned as per contract specifications. Packaging and labeling must adhere to ASTM D3951 and MIL-STD-129 with palletization following RP001 requirements, while identification markings must comply with MIL-STD-130N. The item is subject to export control under ITAR or EAR, requiring compliance with DFARS 252.225-7048, and only qualified offerors with an approved U.S./Canada Joint Certification Program certification and confirmed authorization from DLA may access the controlled technical data. Cybersecurity is managed under RD002 and RD005, mandating CMMC Level 2 certification for third-party assessors and enforcement of DFARS 252.204-7012 for safeguarding covered defense information. Offers are subject to pass/fail gates prohibiting additive manufacturing, requiring JCP certification for export-controlled data access, and mandatory submission of a Safety Data Sheet prior to award, with non-compliance rendering a quote ineligible. The solicitation applies FAR and DFARS clauses including 52.213-4 with deviation 2026-00038, 52.246-2 for destination inspection, 52.219-3 and 52.219-14 for small business limitations, and multiple cybersecurity, ethics, and compliance clauses. A price evaluation preference applies for SBA-certified HUBZone small businesses. Electronic invoicing through WAWF is mandatory, and contractors must register in DLA's AMPS system to access VSM and ship to DLA. The Buy American Act and Berry Amendment apply with a reduced $150,000 threshold, and all quotes must be submitted via DIBBS by August
