This solicitation seeks two helical torsion springs identified by NSN 5360-01-641-8542, to be delivered within five days after order placement to the Norfolk Naval Shipyard in Portsmouth, Virginia, under FOB Origin terms. The item must conform to Technical Data Package Rev A Gen 2 and Basic Drawing No. 53711 8396977 Revision D, dated September 11, 2013, and must comply with all technical and quality requirements listed in the DLA Master List of Technical and Quality Requirements identified by R or I numbers. The springs must be free of asbestos and cannot contain any Class I ozone-depleting chemicals, and substituting prohibited materials requires prior approval. Supply chain traceability documentation must be retained per DLA Directive Procurement Notes C03 (August 2016), and all packaging, marking, and palletization must follow ASTM D3951 and MIL-STD-129, with DLA requirements taking precedence. Hazardous materials, including mercury, are restricted except for specific exemptions such as batteries, fluorescent lights, and weapon systems, and any such materials must be declared by the offeror. The contract mandates compliance with extensive Federal Acquisition Regulation clauses covering cybersecurity, including safeguarding defense information, cyber incident reporting, and NIST SP 800-171 requirements; prohibition on covered telecommunications equipment; whistleblower protections; electronic invoicing via WAWF; and restrictions on arbitration agreements and internal confidentiality statements. Export-controlled technical data may be subject to ITAR or EAR, requiring an approved JCP certification to access. The contract is subject to the Buy American Act and Berry Amendment, and any resulting award will carry a DX or DO priority rating under DPAS.
