Spring Hill Water Supply and Storage Project

The City of Mount Shasta is undertaking the Spring Hill Water Supply and Storage Project to address critical deficiencies in its water system, primarily in the Big Lakes area, by enhancing pressure levels, improving fire flows, increasing water storage capacity, and ensuring long-term supply reliability and resilience. The project involves constructing two new water storage tanks with a diameter of approximately 55 feet near the southeastern base of Spring Hill, along with a new waterline, storm drain, and underground electrical conduit that extends from the tanks south to Ski Village Drive and continues west to N. Additionally, a new production well will be built on the east side of Spring Hill Road, connected via a waterline and underground electrical conduit running north along Spring Hill Road for about 1,900 feet. An alternative scenario under consideration includes acquiring the existing DEX-6 well previously used by the Dannon bottling plant, which would eliminate the need for constructing the new Spring Hill Road well if acquired beforehand, requiring only a 500-foot waterline extension to link it to the new tanks. The project is scheduled for construction activities between May 2027 and October 2029, with distinct phases including demolition, site preparation, grading, building construction, paving, and architectural coating. All work is to be performed within the City of Mount Shasta’s jurisdiction, specifically along Ski Village Drive, N. Mt. Shasta Boulevard, and Spring Hill Road, with key infrastructure located in both incorporated city limits and adjacent unincorporated county lands. The project is governed by environmental compliance standards under the California Environmental Quality Act and local regulations, with inspection and quality assurance measures tied to state and federal standards including the State Water Resources Control Board’s Construction General Permit, California Building Codes, CALGreen, and City of Mt. Shasta noise and air quality guidelines. Inspection responsibilities are shared between the City as the lead agency and the contractor, with final acceptance occurring at the installed infrastructure sites. The City of Mount Shasta, through its Director of Public Works Ken Kellogg, serves as the primary point of contact for administration and oversight, though no formal designation of a Contracting Officer’s Representative or Procuring Contracting Officer has been specified.
