Spring Hill Water Supply and Storage Project

The Spring Hill Water Supply and Storage Project, managed by the City of Mount Shasta under solicitation number SCH 2025080225, is an infrastructure initiative designed to eliminate pressure deficiencies in the Big Lakes area, improve fire flows, increase city-wide storage, and enhance overall water supply reliability and resilience. The scope of work includes the installation of two 55-foot-diameter water tanks near the southeastern base of Spring Hill, the construction of a new well on the east side of Spring Hill Road, and the installation of associated waterlines, storm drains, and underground electrical conduits. These improvements will connect the tanks and well to Ski Village Drive and North Mt. Shasta Boulevard. As an alternative to the new well, the City has considered acquiring the existing DEX-6 production well, which would reduce the required new waterline installation to approximately 500 feet. The project has undergone a comprehensive environmental review process in accordance with the California Environmental Quality Act, resulting in a Mitigated Negative Declaration approved on September 22, 2025. This process included detailed hydrogeological studies, biological resource documentation to protect threatened and endangered species, and an emissions report estimating construction to begin in 2027 with operations starting in 2029. The project is located within and adjacent to the City of Mount Shasta in Siskiyou County, with specific components situated on both City-owned and leased private property. Coordination involves several regulatory bodies, including the State Water Resources Control Board and the California Department of Fish and Wildlife, to ensure mitigation of impacts related to air emissions, noise, and wildlife disturbance.
